Due to the massive missile attacks on the critical infrastructure of Ukraine in the autumn and winter of 2022-2023, about 12 million people had limited or no did not have access to electricity. Access to water supply and heating was limited. The constant blackouts made it difficult and impossible for hospitals and schools to operate. The situation was and remains particularly critical in the frontline areas.
