Communities can gain 1.4 MW of solar power: InnovateUkraine international renewable energy initiative

The Energy Act for Ukraine Foundation is launching a new phase of international cooperation in renewable energy. As part of the InnovateUkraine project, the Foundation, together with an international consortium, will develop an innovative energy model for Ukrainian communities and critical infrastructure facilities.


The project is implemented by a consortium of Ukrainian and international partners under the InnovateUkraine programme, with financial support from the UK Foreign, Commonwealth & Development Office (FCDO) and UK International Development.


1.4 MW for сommunities: a new level of energy independence


A key component of the project is the construction of a ground-mounted solar power plant with a capacity of approximately 1.4 MW. The project team is currently working to determine the most effective operational model for the future facility. Two potential models are under consideration:

 

Model 1: solar power plant for a municipal utility

Construction of a large-scale solar power plant to cover the electricity needs of a municipal utility, with the possibility of selling excess electricity to the grid.

Benefits for the community: reduced electricity costs through a discounted rate and enhanced energy independence.


Model 2: commercial solar plant for electricity sales

Construction of a solar power plant designed to sell generated electricity to the grid. Benefits for the community: revenue from land lease agreements and additional socio-economic gains.

Both models are aimed at strengthening the financial resilience of communities and developing local energy infrastructure.


Engaging local communities

To identify the most effective implementation model, the Foundation invites local self-government bodies to participate in an open selection process.

Communities may complete two online questionnaires by 25 February 2026 to apply for participation. Based on eligibility criteria, representatives of the most relevant communities will be invited for interviews to discuss the next stages of involvement in the project.


About the project


The project incorporates advanced technologies - from artificial intelligence to nanotechnology solutions in microgrid development. Its goal is not only to supply communities with electricity, but to establish a new model of energy resilience for Ukraine.


At a time when energy security remains one of the country’s most pressing challenges, initiatives like this represent an investment in stability, development, and the future.
