Energy Act for Ukraine Foundation participated in the presentation of the Municipal Energy Planning Project

The team of the Energy Act for Ukraine Foundation joined the event " Strengthening the Energy Capacity of Communities: summary of the Municipal Energy Plans Development Project." The main outcomes of the project, implemented by DiXi Group, include the development of Municipal Energy Plans (MEP) for 10 communities, pre-feasibility studies, and extensive informational support on the topic of MEPs.


The event took place on June 27 in Kyiv and served as a platform for sharing experiences in planning and implementing energy-efficient solutions at the local level. Among the participants were representatives of international organizations — including the Embassy of the Kingdom of the Netherlands — as well as executive authorities, local self-government, expert communities, civil society, and financial institutions.


The discussions focused on the strategic role of energy efficiency, the development of renewable energy, improvements to legal and regulatory frameworks, and opportunities for financing local energy initiatives.


“Every year, about one billion UAH from the state and local budgets is spent on energy resources. Energy efficiency measures and the development of green energy can significantly reduce these costs and redirect resources to other priority social needs,” noted Hanna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.


The Foundation was represented at the event by Andrii Palii, Head of the area of activity with local self-government bodies and state authorities at the Energy Act for Ukraine Foundation.


“The Municipal Energy Plan is essentially a roadmap for a community guiding communities toward energy efficiency and the use of renewable energy. Its key advantage is the presence of specific measures and a project catalog that enables communities to approach investors with concrete proposals and implementation tools. The MEP is an additional and very important argument for a community to become energy-efficient and energy-independent,” stated Andrii Palii. “However, the biggest challenge lies in the complexity of developing such a document, which requires the involvement of highly qualified experts — especially energy managers.”


The Energy Act for Ukraine Foundation will continue to support communities on their path to energy resilience and remains open to new partnerships aimed at scaling effective solutions.
